The photograph shows Mr. Hans Klein (Minister for Economic Co-operation, Federal Republic of Germany) interacting with people. The reason for his visit was to officially hand over the Siemens 7580-E Computer System to IIT Madras on behalf of the Federal Republic of Germany. Although the system arrived in 1987 and was functioning from December in that year, the official handing over was in March 1988 in an event held at the Central Lecture Theatre (CLT).

It is likely that these people are from the press. This assumption has been made on the basis that they are taking notes while talking.
