He visited IIT Madras in 1991 in order to receive the degree of Doctor of Science (honoris causa). To the right is Mr. Gerhard Fischer (former German Consul). According to Wikipedia, Fischer was "instrumental in setting up the Indian Institute of Technology in Madras, which was founded with financial and technical support from the West German government."
