According to a list of captions to the photographs preserved at the Heritage Centre, a caption suggests that this photograph was taken in a workshop. On closer observation, it appears that the location of the photograph appears to be a laboratory.

Seen in the photograph, from left: Mr. T. N. Venkataraman (Chief Security Officer), Dr. Wolfgang Hahn (Mathematics Department), a gentleman likely to be Heuss' translator (fourth from left), H. E. Theodor Heuss (former President of the Federal Republic of Germany, fifth from left), Mr. Gerhard Fischer (second from right) and Prof. B. Sengupto (Director of IIT Madras, extreme right). Prof. Sengupto appears to be explaining the details of the venue to the guests.
