Mr. Klein was the Minister for Economic Co-operation for the Federal Republic of Germany. He visited IIT Madras in 1988 in order to officially hand the Siemens 7580-E Computer System to IIT Madras, as agreed upon in the Indo-German Agreement. Although the event took place in 1988, the system had been installed at the Institute towards the end of 1987.

Mr. Klein served as Minister for Special Affairs from 1989-1990. He also served as the Vice President of the Bundestag from 1990 to 1996 until his death.
