Sardar Ujjal Singh was the Governor of Punjab (1 September 1965 – 26 June 1966) and the Governor of Tamil Nadu (28 June 1966 - 16 June 1967). He visited IIT Madras on two occasions as chief guest: the inauguration of Alakananda hostel (1966) and on the 8th Institute Day (15 March 1967). This photograph was taken on one of those days.
